Empower Women to Address Food and Nutrition Security in Sri Lanka

October 15, the International Day of Rural Women, highlights the indispensable role played by rural women and girls in sustaining global food systems and rural livelihoods. The theme for 2022, “Rural Women Confront the Global Cost of Living Crisis,” is particularly relevant to Sri Lanka, where economic shocks, food market disruptions, and rising food prices have intensified existing gender inequalities in food and nutrition security.

In Sri Lanka, rural women are central to agricultural production, household nutrition, and community resilience. However, the current food and nutrition crisis has disproportionately affected women. Limited decision-making power within households and communities, combined with increasing food insecurity, has placed a heavier burden on women, who are often responsible for managing household food consumption and adopting coping strategies during periods of scarcity. As food prices rise, women frequently reduce their own food intake to ensure the wellbeing of their families, increasing their vulnerability to malnutrition.

Empowering women farmers has long been recognized as a powerful strategy to enhance agricultural productivity and food availability. Yet, this empowerment is constrained by multiple structural barriers. Women farmers often have less access to productive resources, inputs, extension services, and finance, which limits their ability to fully contribute to food production. In addition, women shoulder a disproportionate share of unpaid care work and household responsibilities, leaving them with limited time for farming activities, supervising labour, or participating in collective and reciprocal labour arrangements that are vital in rural agriculture.

Market access remains another critical challenge. Women farmers face constraints due to limited cash reserves, restricted mobility, and safety concerns when traveling to markets. These barriers are compounded by inadequate access to storage facilities and emerging digital solutions that could otherwise strengthen market linkages, improve price information, and reduce post-harvest losses. Strengthening market connections through improved transportation, storage infrastructure, and information and communication technology services is therefore essential. Encouraging investments in storage and post-harvest technologies, as well as providing incentives for buyers to source directly from women producers, can significantly enhance women’s participation and earnings across agricultural value chains.

Recognizing these challenges, the Climate Smart Irrigated Agriculture Project (CSIAP) has initiated targeted interventions in climatically vulnerable hotspot areas to empower women farmers. These initiatives are designed to be highly cost-effective, scalable, and sustainable, ensuring that food insecurity can be addressed without placing additional strain on limited fiscal resources. By supporting women’s access to markets, technologies, and climate-smart practices, CSIAP contributes not only to increased agricultural productivity but also to improved household nutrition and livelihoods.

Beyond immediate productivity gains, building resilient food systems is critical, particularly in the context of climate change. Gender-responsive fiscal policies, combined with social protection measures, capacity-building programmes, and public investments in rural infrastructure, can significantly enhance women’s ability to adopt climate-smart crops, livestock systems, and technologies. Empowering rural women is therefore not only a matter of equity but a strategic investment in Sri Lanka’s food security, nutrition outcomes, and long-term climate resilience.

The 08th NPSC of the CSIAP commences

The 08th National Project Steering Committee (NPSC) of the Climate Smart Irrigated Agriculture Project (CSIAP) chaired by Mr. M.B Rohana Pushpakumara, the Secretary to the Ministry of Agriculture held today (05th) at the Auditorium of the Ministry of Agriculture.

The NPSC is set up at the Ministry of Agriculture, which takes the overall responsibility for executing the project. The NPSC will consist of key officials of the major stakeholder agencies of the central government, and provincial government mainly to provide policy guidance to the project and to ensure achieving the project’s objectives.

Chief Secretaries of the six provinces where the CSIAP is being implemented, Senior officials of the World Bank, implementing agencies, and Provincial Deputy Project Directors of the CSIAP  joined the meeting virtually and senior officials of the Ministry of Agriculture, Department of Agrarian Development and Subject Specialists of the CSIAP were present physically in this meeting. Two Million worth of Equipment distributed among 100 farmers in Kokawewa, NCP

 The Climate Smart Irrigated Agriculture Project (CSIAP) distributed Two Million worth of Equipment such as Sprinkler Irrigation Systems (50), Compost Making Kit (500) and Rain Shelters (20) among CSIAP farmers in Kokawewa, Galenbindunuwewa ASC area recently. The Minister of Agriculture, Wildlife and Forest Resources Conservation, Mr. Mahinda Amaraweera participated in this event and supervised CSIAP’s activities too. Minister Amaraweera and Parlimentarian Mr. Duminda Dissanayahe handed over equipment to CSIAP farmers. The Deputy Project Director’s (DPD)Office in the North Central Province of the CSIAP organized this distribution ceremony of equipment. Ministry of Agriculture engaged in a friendly discussion with villagers to find issues that they face and propose solutions.

Parliamentarian Mr. Duminda Dissanayake, Eng. R.M.B. Rajakaruna, Deputy Project Director (NCP) Mr. S.M. Seelarathne, around 100 farmers, Agriculture Instructors (Inter-Provincial) Agriculture Facilitators and CSIAP staff in NCP were present in this programme.

The GEMS Training Programme for the CSIAP being conducted by the World Bank

 The Geo- Enabling Initiative for Monitoring and Supervision (GEMS) Programme for both Monitoring & Evaluation Officers and Safeguard Officers of  the Climate Smart Irrigated Agriculture Project (CSIAP) is being held at the National Institute of Plantation Management (NIPM), Athurugiriya. This three days residential programme commenced on 22nd this month aims at giving hands-on experience on GEMS for both Monitoring & Evaluation Officers and Safeguard Officers of the project

 Ms. Dikshya Dawadi, GEMS Consultant and Mr. Dimesh Nilendra, GEMS Consultant, World Bank conducted this programme which was organized by Dr. Janaka Jayawardana Environmental & Social Safeguard Specialist and his team. An Orientation Programme for newly recruited AFs of the CSIAP commences

 An Orientation Programme for newly recruited Agriculture Facilitators  (AFs)of the Climate Smart Irrigated Agriculture Project is being held now
at the Irrigation Training Institute (ITI), Galgamuwa under the guidance of Mr. D.V. Bandulasena, Deputy Project Director, CSIAP. Representing North Western, North Central, Northern, Eastern, Uva and Southern Provinces where the CSIAP is being implemented, forty-seven fresh AFs are attending this two-day residential programme. Subject specialists from the PMU will deliver lectures over two days on different subject areas for AFs to realize their roles and responsibilities at the ground level when working at the Agrarian Service Center level.  Please Images to see more photos of the event.

A Home Garden Field Training Programme with 180 villagers in ​​Giribawa, NWP

A Home Garden Field Training Programme was conducted in the Gurulupitigama Grama Niladhari Division of the Rajanganaya Agricultural Service Area in ​​Giribawa by the  Deputy Project Director’s Office in the North Western Province of the Climate Smart Irrigated Agriculture Project on  24th and 25th this month. This was one of the hundreds of programmes scheduled in North Western Province  under the Emergency Home Gardening Programme in this year.

Mr. Ravindra Bandara, Agriculture Instructor, demonstrated how farmers could make home gardens and shared his technical expertise with farmers. A subjective discussion was also held with the farmers about the various agricultural issues that they are currently experiencing when cultivating.

Mrs. E.M.N.S. Ekanayakem Grama Niladari (Gurulupitigama), Mr.Premarathnamm, Agriculture Research and Products Assistant (Gurulupitigama) Mrs. S.N.W.M. Anuradha Sandamali, Economic Development Officer (Gurulupitigama), Mrs. P.J.N..Senawirathna, Samurdhi Development Officer (Gurulupitigama), and around 180 villagers were present in this event.
